Not really. You may have to read that suggestion in the spirit with which it was written. The implication being "If you really are passionate about programming then going the extra mile/ taking efforts outside of work timings to explore more coding problems/ different libraries wont feel like a burden. " As the author says, "programming is more like a professional hobby than a regular job" and it certainly offers more ways for people to pursue it at home than whats possible for a surgeon. The Author does not say "don't do these at work" or "don't take rest at home".
