There is much more to software than just "Web applications". Most of such criticism against OOPs comes from people who haven't written significant software in large teams which survive for years in the field and does real hardware iterfacing eg: Operating Systems \ Games \ Electronic Circuit Simulators \ Mobile apps .....basically web app developer who draw fancy rectangles on screen and call restapis\ database functions .

FYI lot of the code in these beloved FP languages are basically scripts interpreted by C++ engines.
